Penny holds a Bachelor of Economics from the University of Sydney and is currently studying law whilst raising a young family.

Penny was employed by a major Australian bank for 10 years. Penny's banking career included various roles in funds management and government and regulatory affairs. Penny is actively involved in local politics, schools and her local parish. Penny has held positions as Chair and Deputy Chair of the NSW Premier's Youth Advisory Council.
